5-50b On an 1899 fire-charred revolutionary permit issued April 24, 1899, at San Fernando, La union, authorizing Senor Fernando Meabe, a Spaniard, to engage in commerce and industry in the Republic of the Philippines. This permit was executed upon a sheet of Revolutionary documentary stamped paper of the 1-peso denomination, as indicated by the purple color of "No." which precedes the serial number in the upper right corner of the sheet. The 1-peso tamp has been cut out of the sheet, however. In the lower left corner is the official seal of the Revolutionary Governor of La Union. A full typewritten page included translating the entire document.

Each issue was further divided into "Series", eg. 5c was series B, 10c was series C, etc.. Pagos surcharged by Aguinaldo were overprinted, "HABILITALO" with a new value.
